I see two issues with your statement. First you don't define what 'ugly' means. Second, although there is nothing wrong with a woman being seductive and picking up random guys, most women don't want that.

Any woman that's not grotesque or seriously obese can rack up a high n count if she makes it clear she's DTF.

Due to the scarcity of low-effort sexual encounters with women, any woman can probably have a very high percentage chance of getting a random single guy to sleep with her, provided her appearance surpasses his boner threshold. That will be different for every guy, but I think it's safe to say that the chances are very low that it would work for that woman that got mauled by the chimpanzee or even Gabourey Sidibe (assuming she wasn't famous).

if by "open and seductive personality" means "easy and slutty" and if "getting men" means "get pumped n dumped" then yes you are correct.

in my experience, hot women tend to also have better personalities than the ugly/plain/fat ones. so even if you have a good personality, you're still going to lose.

Ugly girl with seductive personality might or might not be more successful than a beautiful shy girl. Anyway:

Ugly girls < beautiful girls.

Shy girls < seductive girls.

As you see, I agree only to a degree. 4/10 girl suggesting sex to guys might be dismissed often and be not more succesful than 9/10 shy girl. At least among 7+/10 guys.

Men will set the bar higher for a relationship in my experience, but casual sex with far less attractive girls is common.

I've seen what you're talking sbout and agree. The ugliest women I've ever met are usually in LTR's pretty fast and get hit on frequently because they either look easy to talk to or work with what they have. Every barista cum actress cum model I've ever met is usually either single or having a few first dates and will be hit on 1/10th as much because they never work for it.

Men can be got in two ways, as a sexual partner, and as a relationship partner. Open, solicitous behaviours can improve a woman's sexual prospects, but harm her relationship prospects, depending on some other factors.
