I've experienced it quite a lot and I think there might be a lot of regional/cultural variation to it. I almost never see guys here in Scotland cat-calling women unless it's pub closing time and everyone's drunk and milling around on the street with their party vibe still going, and I've probably seen more instances of women cat-calling guys from the emboldening safety of a group of intoxicated girls.

A local cultural quirk is that girls view a guy in a kilt as a valid target for molestation; even at school when we'd wear kilts for school dances and Burn's night, the girls would make a sport out of flipping our kilts up to check if we were wearing underwear or going true Scotsman, right in front of the teachers who were never in the slightest bit concerned by it. It was totally accepted and normal and wearing a kilt was and still is seen as an invitation for it, and if you're wearing one around girls who've had a few drinks, chances are good that you'll become an object of interest and get a bit of a molesting or unexpected sudden exposure.

Kilts aside, girls around here get really uninhibited when they drink and it's not uncommon in some dive bars for the bouncers to kick girls out who keep dancing on the tables and stuff like that, and they'll feel up and compare boobs with the girl with the drinks tray, grab guys, dry-hump both the male and female bouncers, all sorts of stuff that would get a guy thrown out on his face immediately and it's tolerated because it's girls doing it, at least until it becomes a major safety risk like when they climb on top of the tables or bar.

Outside of the bar scene, I had a little old granny come up behind me on the train not so long ago and just randomly start molesting my biceps and then comment on my body while I was standing waiting for the train to pull into the station. It was a bit odd and unexpected but she was harmless and it's fun to be noticed like that even if it's some old granny. I wear tight t-shirts that accentuate my muscles with the goal of being noticed and because I find that looking good works well as a social lubricant, and sometimes that results in a granny attack; it's a small price to pay.

I was also thinking recently of how common it always was for me growing up to have older women my mum's age discussing me in sexually objectifying ways, basically going on about me being a strapping young boy and all that sort of stuff that's harmless on the face of it but did and still does come from their very real attraction towards me, and although it doesn't bother me at all, it's the exact same sort of thing that many women complain bitterly about and the women would have the creep tag applied to them immediately if they were men my dad's age talking about a teenage girl's attractiveness and her development as a woman and making comments in front of her about it and telling her dad how attractive they found her. Flip the genders and it goes from being the normal harmless chatter of a bunch of grown women having a girly night with some glasses of wine and becomes something more sinister, suspect, gross and predatory, but it's the exact same thing. The difference is just that guys tend to be less sensitive about it and give far fewer fucks about it and they don't bring it up as something to complain about so it flies under the radar.

Here, guys seem to have it drilled into them pretty well that you shouldn't go around touching women, but the women haven't really gotten the same message.
